Mission |
| It is the purpose of the Capital City Downtown Business Improvement District (BID), under the authority of the City of Topeka, to carry out a program of services that will:
·Create an attractive physical environment;
·Create an attractive economic condition; and
·Strive to achieve excellence in the quality of life as a center of government, commerce, cultural, historic and recreational activities. |

District Administration |
| The BID Advisory Board has engaged Downtown Topeka, Inc. to carry out the administrative business of the Business Improvement District.
·Actively solicit new business and promote a positive business environment for retaining existing businesses in the District.
·Acquire information and serve as a resource to the Advisory Board concerning programs, incentives, legislation and strategies which have encouraged redevelopment of downtown areas in other cities and assist in determining their application to Topeka.
·Assist the Advisory Board in developing ordinances and legislation to achieve specific goals and lobby for and represent the Advisory Board before the Legislature and City Council.
·Maintain contact and communication with the City Council, City Administration, City Departments, developers, Capital Area Plaza Authority, State Department of Administration, Governor's Office, Historic Topeka, NIA's and other boards and community leaders to facilitate and promote development of the District. Conduct an annual inventory as of January 1st to certify the use of all-assessable building and office space within the Business Improvement District.
·Respond to inquiries, concerns and complaints from businesses in the Business Improvement District.
·Maintain records of financial transactions relating to the remuneration for the services identified above and including events, promotional services, space inventory, business solicitation and promotion activities. |

District Maintenance |
| The ongoing BID maintenance program includes a variety of maintenance activities to improve the level of cleanliness and physical conditions of the public spaces within the District. This successful program, which is proposed for 2002, specifically includes:
·Janitorial services for 40-50 hours per week to provide for the general cleanup of the rights-of-way within the District;
·Repair and/or replacement of damaged or broken fixtures and amenities within the improved right-of-way of Kansas Avenue. Fixtures and amenities include items such as flags, promotional banners, seasonal pennants, waste receptacles, sidewalk furniture, electrical outlets, etc.;
·Replacement of damaged or diseased landscape materials within the Kansas Avenue of right-of-way;
·Reimbursement to the Parks and Recreation of Topeka for a portion of the costs of routine landscape maintenance within the Kansas Avenue right-of-way. Also, associated with the expense of the landscape maintenance, are the costs of weed control throughout the District and water usage; and
·Limited removal of snow from the sidewalks within the Business Improvement District. |

District Programming |
The history of experience throughout the country has clearly demonstrated that hosting a mixture of various activities is a key element to downtown success. The broad range of downtown events that received some type of support from the Business Improvement District attracted over 70,000 new visitors to downtown. Those events included, but are not limited to:
·St. Patrick’s Day Parade
·Downtown Live summer concerts
·Mexican Independence Day Celebration
·Labor Day Downtown Celebration
·Fiesta Mexicana Parade
·A Taste of Autumn Parade and activities
·Miracle on Kansas Avenue Parade and activities
